The International Rescue Committee (IRC) Tanzania is present in the Kigoma Region, Northwestern Tanzania, providing services in three refugee camps; two in Kibondo district and one in Kasulu District and at a transit centre in Kigoma town. Approximately 65,000 Congolese receive protection and basic assistance in the areas of Education, Child Protection, Community-based Rehabilitation (care for disabled), Vulnerable Care, Youth & Development and Women’s Protection and Empowerment/Gender-Based Violence (WPE/GBV). However Since May 2015, thousands of Burundians displaced by the conflict in Burundi continue to arrive in Tanzania on a daily basis. The population of Burundians currently living in Nyarugusu, Nduta, Mtendeli and other transit sites in Tanzania is approaching 300,000 . On 7th October 2015, the government of the United Republic of Tanzania opened Nduta refugee camp which today hosts approximately 110,000 of all Burundian refugees in Tanzania and the 400-600 daily new arrivals. On 14th January 2015 Mtendeli was opened and currently hosts upwards of 35,000 Burundian refugees.
This position will be responsible for providing overall supervision and technical guidance to psychosocial support supervisors, officers and paracounselors on effective delivery of mental health and psychosocial support services involving recognition of mental health symptoms, non pharmacological treatment and care to emotionally distressed persons. This will be in close coordination with partners in the Mental Health/Psychosocial Support referral network. The position is located in Kasulu, Kigoma Tanzania and will be for Nyarugusu
Job Title: Mental Health & Psychosocial Support Manager Reports to: Senior MHPSS Manager

i. Provide an on-going direct supervision of MHPSS Officers in the camp including the development of individual work plans for MHPSS Officers staff to ensure best practice standards are met.
ii. Analyze collected data for monitoring of the program in the camp, problem analysis, planning and advocacy and evaluation of program outcomes and impacts, in close cooperation with the Monitoring and Evaluation Manager
iii. Review all program reports from the PSS team in the camp, quality of program data and proper archival of program information including safe custody of case files and referral of cases/information
iv. Monitor the quality of case management services by case workers through regular coaching evaluation visits
v. Supervise and monitor MHPSS data officer to ensure accurate reporting of all outcome data
vi. Actively participate in the MHPSS Working group meetings to ensure efficient interagency integration of MHPSS programs across all three camps and border points
vii. Advocate for MHPSS funding and resources as necessary
viii. Help strengthen MHPSS bilateral referral pathways across implementing sites
ix. Help support MHPSS coordinator in administrative tasks
x. Report to the Senior MHPSS Manager and ensure timely documentation on MHPSS activities
xi. Monitor spending plans to ensure spending coincides with IRC targets
xii. Conduct regular meetings with PSS program staff in the camp to assess progress towards targets, discuss challenges and find appropriate solutions.
xiii. Represent IRC as necessary, in dialogues and meetings with donors and other stakeholders.
xiv. Faciliate internal capacity building workshops or trainings for IRC PSS staff on a regular basis.
xv. Organize and facilitate mental wellbeing activities for IRC staff.
o Bachelor or Masters in counselling psychology, clinical psychology or any mental health related field
o Experience in counselling and psychological therapy
o Experience in training and capacity building
o Experience working at the community level and with groups
o Can speak, read, write English and Swahili fluently
o Proven proficiency in report writing and data analysis
o Ability to work in remote conditions and stressful work environments
o Computer skills in Microsoft word, Excel and Power point.
